lamar disappeared on her way to school. our reporter is live at the elementary school at the sierra lamar search center. >> reporter: right after that press conference the lamar family friends and supporters will do a balloon release for this heartbreaking day and after that a group of searchers will go look for various as they have every saturday since she vanished. she was last seen heading to the bus to go to school and never made it on the bus. in a field yards from the bus stop her clothes were found neatly folded into a bag. one was charged in the abduction and murder but she remains missing despite searches and volunteers. santa clara county sheriff's department says they are receiving 15-20 tips on her whereabouts but everyone is involved this past year has been unbearable.

>> we checked the email again and saw a message that she was absent that day. she shouldn't have been absent and it was weird. so at that point we called the sheriff's department. >> i don't think any of us thought for a moment that we would be in this position now. the tragedy of it all is, one of the tragedies there is somebody that knows the answers that can end this right now. >> reporter: continuing to mark this anniversary of the 15-year-old's disappearance the group will hold a child safety and fund-raising event, live music and activities for children. that is in the east bay on niles boulevard in fremont. that will run from 1:00 until 5:00 this afternoon. >> katie: a violent bank robbery suspect was release willed from jail is subject of a f.b.i.

manhunt this morning. gary fite, jr. had to be released because the authorities missed the deadline to charge him. alan wang say why they fear he is more dangerous now. >> he is gary fite, he struck a gun to the teller's head and made off with more than $3,000. he was arrested and back on the streets just three days later because of a missed deadline. law enforcement has 72 hours to file charges after an arrest or the suspect is released. the workday ends officially at 5:00 p.m. fite was arrested at 4:56 on friday which means the district attorney had to file charges by 5:00 p.m. on tuesday. for some reason, they thought they had until wednesday. the contra costa county sheriff's department said he didn't have any outstanding

east bay police agencies are trading cash for guns today. fremont police are holding a gun buy-back for residents of fremont, newark and pittsburg police will buy guns from pittsburg or bay point residents. up to $1200 will be paid for rifles, shotguns and handguns. assault weapons are worth $300 until the money runs out. both take place between 10:00 to 3:00. fremont event is at the fire department training facility. pittsburg event is on city hall. guns must be unloaded and transported in the trunk of your car. >> in pinole they are investigating a scary kidnapping that happened in broad daylight. a 12-year-old girl told her parents a man on appian way asked her if she wanted a ride. when the girl said no, she claims the man grabbed her wrist but managed to escape. the man is described as young

and thin with short hair and a piercing in his right eyebrow. >> the state department of social services has shut down the livermore day-care center pending an investigation. livermore police say the preschool is closed for licensing violations. social service officials were at the school yesterday and a notice on the front door now says closed for business. the notice cites health and safety code violations concerning the protection of children from physical or mental abuse. >> police in union city are warning bank card users to be aware of suspicious card readers. a sophisticated system to steal was discovered on citibank on dakota road. one customer noticed suspicious that was at door that had access to the lobby. they found a pin reader inside a false face plate.

investigators warn that criminal target atms and gas stations, or anywhere card readers are used. >> a missing man has been found in utah at a library. matthew austin abraham is in their custody and undergoing medical evaluation. this is surveillance image of him in sparks, nevada after a bus driver dropped him off. this is where he was found. he and person he met on the bus were at the library trying to find out who abraham was. >> he had couple different names he thought he might be. there was confusion about his identity. this person on the bus brought him down to the library. they were able to find a news article from california linking one of those names he thought maybe who he is. >> katie: the two contacted a police agency here and authorities then got in touch with salt lake city police to verify his identity.

>> a defamation lawsuit against ross mirkarimi and his wife has been dismissed. it was filed by his neighbor and her husband. they claimed mirkarimi and his wife falsely accused this them of various crimes during the domestic violence case last year. she triggered the investigation of a crime that lopez says resulted from a fight with mirkarimi on new year's eve. it is 8:09 on this saturday morning. that fog is hanging in there. >> it certainly is. visibility is reduced all around the bay. from the roof camera you can see it is pretty grey out there with numbers in the upper 40s. we're talking about the burnoff and parade and warm day today. sunny skies, don't get used to it because the rain is coming back, too. that is in the seven-day outlook >> katie: pope francis meets with the media for the first

>> katie: new this morning, pope francis held his first vatican news conference. he charmed the people with his informal manner and tossed out some jokes. he did not a take any questions. they have announced pope francis will visit with his predecessor pope benedict next saturday. it will be historic scene with the retired pope at papal retreat south of rome. pope francis was elected on wednesday after pope benedict was the first pontiff in 600 years to step down. north korea has more intentions this morning. north korean leader watched a live fire training exercise yesterday, secretary of defend chuck hagel announced 14 missile

interceptors will be built in alaska. it's in response to north korea's quick advances, to nuclear tests and long-range missile launches and mobile missile that could hit alaska. the problem is nobody knows whether the interceptor system will work. >> we have never had a test that the kinds of missiles would shoot. >> katie: they have stepped up the rhetoric in recent weeks threatening to carry out nuclear agos on washington. >> the animal sanctuary is speaking out since an untern was killed there. paul says she is grieving the loss of both her co-worker and the four-year-old lion that was put down by first respond others the scene. >> he wasn't doing -- she wasn't doing anything to cause that. what i think.

selling artist had a seizure and the representative says he is recovering but tmz is reporting that he is critical condition after multiple seizures and he is medically induced carter. he has had a history of seizures in recent years. san francisco is taking its sister city really with ireland to a new level during the st. paddy's day in san francisco cisco systems will provide a live feed between the two cities. revellers can use their smart phones to see the celebration in ireland which includes an address by mayor ed lee. find a link to the feed at abc7news.com under the see it on tv tab. the party is today, not sunday. you can party as sunday if you like. it starts at market and second streets and ends at the civic center where the festival runs

until 5:00 p.m. i don't need to encourage anyone do it safely around st. patrick's day but it sounds like the weather is going to clear up. >> lisa: that is right. fog is going to hang for a couple more hours. clear by the delta right now and you take a look at dive doppler 7-hd. we are not picking up raindrops. in fact equal hour of daylight and darkness. 11 hours, 59 minutes of daylight tomorrow. we'll hit that 12-hour mark and looking at those days getting longer and longer. here is a look outside. you can see all the fog. certainly gray and numbers have dropped into the upper 40s. 46 in livermore. hayward, 51. fog will be hanging tough there for the next couple of hours. we do have some clear sky up in santa rosa los gatos, a mild 47 and take a look at the bay

bridge. it's gotten worse in the last couple of hours but it is still getting squished at the surface. high pressure is building on top of it. we'll allow for more sunshine with 51 in san jose. 48 in half moon bay. plenty of events going on around the bay today with the brides marching today. breezy conditions and fog lasts until about 10:00 or 11:00 and few patches of san mateo coast and stay dry with the rain arriving late on the day on tuesday. here is a look at the visibility. it's clear up in santa rosa. half mile visibility down the road in novato. mile and a half in napa and hundred yards in livermore. two and a half at the san carlos airport and fog around the coast and in san jose. throughout the rest of the morning hours, you'll notice it

continues to shrink and evaporate. we'll get into the sunny conditions and numbers climbing into the 50s in the early part of the day. by the afternoon we should be once again from 10 degrees above normal today. here is a look at satellite. you'll notice the high pressure as it sits off the coast keeping the storm track to the north. eventually that is going to sag to the south but not for the weekend. we remain dry. this next system, not a big one but we'll take what we can get. 68 in palo alto today. sunny san jose. 59 at the coast. certainly cool there. 74 up in santa rosa. here is a look at the parade route. 11:30 taking it downtown with those increasing sunny skies it should be nice by 1:00, 64, 65 by 3:00 and breeze kicks in with lower 60s. couple degrees cooler tomorrow.

lingering in yosemite but the waterfalls look more like mid spring. >> i am happy to see them flowing this much. >> reporter: park rangers says the warm weather melted enough snow to give the falls an extra force. you can hear and feel the power of bridal vale through the sounds and swirling spray. visitors are soaking it all in. >> this is part of fun. you go to disneyland and you pay to get wet. this is nature. this the purest water you can find. >> reporter: merced river is also rising thanks to last week's storm and climbing temperatures. rangers say this winter brought more moisture than the previous one but the snow pack is only 70% of normal so the wallfalls may lose their strength by midsummer. that is why rita captured them

starting off with a quick look at the weather. here is lisa argen. >> lisa: the fog is beginning to lift in spots. you can see from mount tam, sutro we could see it in the distance and base of it is about 800 feet where the fog sits. we're looking at visibility reduce around the bay because it is pretty dense, mile and a half visibility, half mile from novato to santa rosa. we were clear in north parts. bay area earlier. two and a half mile at san carlos airport. livermore, spots where you can't even see and temperatures today around the bay warming up nicely under mostly sunny conditions. the fog is lifting within the next couple of hours. >> katie: in sacramento the california teachers association is demanding that lawmakers use tax money to restore education funding. layoff notices are going out to hundreds of teachers even they

said yes to proposition 30 for education. here is nannette miranda with the story. california teachers association estimates the number of layoff notices handed out to public school teachers this week could be as low as 2,600 statewide, that is down 87% from the 20,000 pink slips issued last year. >> we think it's outrageous. >> the other union, california federation of teachers are angry that notices are going out at all. they were supposed to pay schools. >> for school districts to be issuing layoff notices really violates the spirit in which prop 30 was promoted to the voters. >> third grade teacher got one of those pink slips again. she thought she was safe this year considering her district now has a 31% reserve. >> i don't understand our district doesn't see the

budgetary pie is extending. this should have resulted in a change of actions. they are acting as though the sky is still falling. >> reporter: kevin gordon on on says prop 30 prevented further cuts to schools but doesn't give them any more money. it's still unclear how hard the federal government sequestration cuts will hurt districts or even if the governor's plan to shake up school financing will win approval. >> districts don't have a choice. in law there is statutory requirement that on march 15th you have to do the layoffs. if you don't do them you won't have the opportunity later in the school year. >> reporter: since most layoff notices are rescinded weeks later when the state budget picture is clearer, one senator wants to save everyone heartache and move the deadline to june 1st in an effort to keep good teachers from leaving. >> they'll go off and find other jobs or leave the district if they can find something else. >> california federation of

teachers is calling on districts with large budget reserves to stop the layoffs. >> katie: a former san francisco supervisor wants larry ellison to make up a multimillion dollar shortfall not projected for the races this summer. they are sponsoring the races and fund-raising has lagged and participation from international teams has not met projections. the supervisor says the city should not be like for the $10-20 million deficit. >> he promised this was going to be a race that was going to raise $1.4 billion in the economy and provide thousands of jobs. that has turned out not to be the case. san francisco taxpayers are getting left holding the bill. >> katie: he is lobbying ellison on online petition drive. new this morning, san francisco residents could see a

monthly garbage bill go up more by 21%. recology is asking for $6 a month from the typical household. a set of 32 bins would cost under $34 a month. apartment dwellers would pay less. a series of hearings begin next month with a final decision expected by summer. this morning, pg&e says crews will be venting natural gas in san francisco. people in the cow hollow area may smell natural gas once the process begins. it will last 15 minutes. it's on lombard and fas gas service will not be interrupted. anyone concerned about smelling the gas can call them to verify the source. gas should quickly dissipate into the atmosphere. >> san jose is ramping up its police force. city officials are celebrating

the first graduates in four years, police union members say the number is not enough. the story is from reporter tomas ramon. >> 43 brand-new police officers marched into the graduating ceremony. here they will get brand-new badges and sworn in. this first class since 2009. they say it's time more officers hit the streets. >> we're in desperate need of policemen. and they better hire them all back. >> these recruits have gone through six months of rigorous training. they are celebrating with his family. he used to work in manufacturing. he has been waiting for the academy to open up for two years. >> to go to school and take classes and finally opened up. i put my application in immediately. >> the graduation is a small step to fill the hundreds of vacancies in the department since budgets cuts. the mayor says it will help deal

>> katie: a little known urban forest located right into the heart of san francisco has been a popular gathering spot important locals who escape city life. now a plan to thin the vegetation could jeopardize that serenity. it's behind a u.c. campus. wayne freedman has the story. >> reporter: they have the distinction of being the most beloved and perhaps the most reviled non-indigenous trees in san francisco. >> it's full of birds and its wild forest. >> reporter: the sutro grove behind the medical center, thousands of trees owned by the university shared with the community debated now for 13 years and counting. >> we want it to last for many more generations. >> they issued misleading propaganda. >> the plant by adolf sutro.

>> katie: welcome back. 8:45. live from the roof cam. you can see the transamerica pyramid. definitely foggy out there this morning. we want to tell you something that is happening in san francisco, power outages, pg&e reports there are four outages in the city right my affecting more than 3600 customers. one of them looks like in the on shrader street. there are reports of an

explosion, possibly a transform they're exploded. the power is out for a two block radius. we don't have any information as to when the lights may come back on but we'll keep you updated throughout the newscast. >> in sports, sharks are battling the kings to defend the champions. last night the warriors played the bulls at oracle. larry beil has the highlights in this morning's sports. >> good morning. the warriors rapid wrapped up a two-week home stand. bulls they just lost by 42 in sacramento couple days ago and that made them angry. >> 16 points, 13 boards and nate robinson enjoying his visit. back-to-back threes and pulls a run in the half, 20 for nate.

51 in hayward holding on to the low clouds. 46 in livermore. look at the bay bridge. that visibility has allowed for it to be right around the low clouds. 51 in san jose. numbers in the upper 40s in san francisco. it will be nice and blue today. we'll be absent of the clouds. a little bit of hazy sunshine as the fog dissipates. otherwise the winds will kick up by the afternoon. it will be breezy and we'll look for the dry weekend and in fact increasing clouds on monday. rain arrives on tuesday. visibility at this point is at its worst in the north bay and east bay beginning to improve. parts of oakland and concord has been nice and sunny except for down the road in livermore, you can see the problems there. three and a half mile visibility

in san carlos and fog along the coast. we are expecting sunshine today as the clouds scatter on out. here is a look at forecast animation. most of cloud cover is hanging around the east bay and south bay, but through the 10:00, 11:00 hour, it evaporates and clear conditions. it should be a nice afternoon with temperatures once again above the average. if i like this kind of weather you probably will like the weekend but wondering about the rain coming our way, it will take time. when it does, we're going to get right back to where we were after the rain. it's not going to be a big event. high pressure is offshore now and that allows for the dry conditions over the weekend. we are in between those higher clouds. we should look at more sunshine today, but in terms of temperatures, wow, really mild. 68 in oakland as well as palo alto with low 70s for napa and santa rosa. well above normal here. 70 in morgan hill and 72 in

santa cruz. parade is getting underway in another couple hours. downtown san francisco looking at mostly sunny conditions, about 59 degrees at 11:00. mid-60s by 1:00. the breeze with us through the afternoon. the temperatures tomorrow, fairly similar, maybe a few degrees cooler and by monday, increase the clouds getting cooler, much cooler on tuesday and wednesday with our rainmaker, a trace to perhaps half an inch in the north bay. then we're back to sunny and mild thursday and friday. long range outlook, 16 days, we are looking at some rain, it's not over. >> katie: pushed back the

>> katie: new this morning, the release of a new movie about steve jobs is being pushed back and there is no new opening date yet. jobs has ashton kutcher. it was originally to open april 19th to coincide with apple anniversary. open road films need more time to market the movie which premiered at sundance film festival. it was partially shot in the historic palo alto garage where he first set up shop.
